Supervision and Inspection of Green Point Collection System Project of Year 2017-2018 (1st year)

In order to integrate government and non-governmental resources, encourage procurement of green products and other environmental initiatives, lead the public to practice green living, expand the green consumer market, and drive a green economy cycle, Green Point Collection System was formally launched by the Environmental Protection Administration (EPA) in December 2013, and so far preliminary achievements have been accumulated. As of November 2017, 107,496 members had registered at Green Point Collection System and a number of well-known sale channels had also joined the list of contracted merchants. Because of the participation and integration of relevant ministries and industries, as well as the substantial increase of the system members, contracted merchants and related transactions, it was necessary to review and adjust the supervision and inspection mechanism of Green Point Collection System and ensure its implementation, so as to reduce the risk and doubt on the financial settlement procedures or regulations and to strengthen the protection and trust of all stakeholders, such as consumers. Hence, Supervision and Inspection of Green Point Collection System Project (Project) was proposed. The annual targets of this Project are as follows: 1.To supervise the operation of Green Point Collection System, review and revise the relevant operating procedures, and assist EPA in the management of Green Point Collection System Platform. 2.To check the statutory framework, related contracts, and operating forms of Green Point Collection System, and assist EPA in reviewing the relevant explanation statements and external documents. 3.To develop cooperation programs of Green Point Collection System across industries and competent authorities, establish an outsourcing and transfer system, and provide advice on the policy of Green Point Collection System. The implementation of this Project consists of the following 3 parts: 1.Audit, Supervision, and Management According to "Operational Procedures for Audit, Supervision, and Management of Green Point Collection System," this Project observed and realized the degree of compliance and the gap between plans and actual implementation, provided the results of the audit and random checks, and put forward suggestions on the items to be improved and their schedule. (1)Cash Flow Audit During this year, this Project completed monthly reviews on the transaction information of 6 contracted merchants (including Richi, Taiwan Sugar, A.Mart, RT-Mart, ET Mall, and HCT Logistics), and conducted random checks on 25% source documents of contracted merchants in August and December respectively. The result showed that the payment requests of contracted merchants generally met the requirements in the "Operational Procedures for Audit, Supervision, and Management of Green Point Collection System", except that some headers of daily statements of transactions were inconsistent (eg. RT-Mart), and that some amounts of transections of ET Mall could not be checked with the electronic invoices, because of the lack of correspondent information in ET Mall’s statements of transactions. (2)Information Audit The Project conducted monthly reviews on the information connections between Green Point Collection System Platform and 3 platforms (E-Invoice Platform, Greenliving Information Platform, and Taiwan Product Carbon Footprint), and submitted quarterly audit result and recommendation reports. 2.Legal System Maintenance This Project completed 4 law drafts (including a bill draft of Environmental Products Management Act, and amendment drafts of Government Procurement Act, Resource Recycling Act, and Article 191-4 of the Civil Code), 6 contract drafts or amendments, 1 operational manual, 1 Q&A for consumers' rights and interests, 1 Q&A for contracted merchants, 4 education and training programs, 3 match meetings, 6 conferences, and 4 sale channel visits. 3.Policy Research and Planning This Project mainly carried out "Scheme for Participation of Government Agencies in Green Point Collection System", “Scheme for Participation of Green Service Providers or Other Non-governmental Enterprises as Green Point Providers in Green Point Collection System”, "Scheme for Exchange of Green Points", “Cooperation of Information Transfer of Electronic Stored Value Cards”, “Scheme for Vehicle Usage Innovation”, “Outsourcing of Green Point Collection System Platform”, and 3 match meetings. (1)Regarding "Scheme for Participation of Government Agencies in Green Point Collection System", this Project developed respective Standard Operating Procedures (SOPs) for participation in Green Point Collection System, based on different categories of environmental protection agencies and general government agencies. Since the Executive Yuan has made a resolution on 30 November, 2017 to expand participation of different government agencies, this Project suggests that in addition to relevant implementation, procedures or schemes for other government agencies’ subscription or co-payment of Green Points should be planned. (2)Regarding “Scheme for Participation of Green Service Providers or Other Non-governmental Enterprises as Green Point Providers in Green Point Collection System”, this Project suggests to make state-owned enterprises, such as Taipower and CPC, participate as models first, and then gradually promote to private enterprises. (3)Regarding "Scheme for Exchange of Green Points", since a preliminary plan has been proposed, this Project suggests that EPA could acquire execution experience from exchanging points with Taipower, and further expand the application to other point exchange programs in subsequent years. (4)Regarding “Scheme for Vehicle Usage Innovation”, considering that common situations in practice have been covered in studies and there is no inconvenience to members, this Project suggests that EPA perhaps could consider to delete this issue in subsequent years. (5)Regarding “Outsourcing of Green Point Collection System Platform”, in addition to the operational framework, this Project also drafted the outsourcing operational procedures and relevant contracts and documents, which were discussed and confirmed with EPD on December 8, 2017. (6)This Project also organized 3 match meetings and observed the needs of contracted merchants.
